Is Microsoft reading our emails and documents with this AI?

Microsoft 365 Copilot accesses your data to help you — not to monitor or share it. When you ask Copilot a question, it may look at relevant emails, files, or conversations that you have permission to see. This data is processed within Microsoft’s secure service boundary, is never used to train AI models, and is protected by the same Data Protection Addendum that covers your Exchange email today. Microsoft does not read or store your content for any other purpose.

What if an employee asks Copilot about a file they shouldn’t access?

Copilot strictly respects Microsoft 365 permissions. If a user does not have access to a file, folder, or site, Copilot cannot surface that content — even if asked directly. This is one of Copilot’s most important design principles. The corollary is important: if your current permissions are too broad, Copilot will surface everything a user technically has access to. This is why a permissions review before deployment is strongly recommended.

Is our data being used to train Microsoft’s AI?

No. Microsoft is explicit and contractual on this point: prompts, responses, and organizational data accessed through Microsoft Graph are never used to train foundation AI models, including those used by Microsoft 365 Copilot. This commitment is backed by the Data Protection Addendum. Your data is used solely to generate responses for your users within your own tenant.

Are we HIPAA compliant if we use Copilot in a healthcare context?

Microsoft 365 Copilot Enterprise supports HIPAA compliance for properly configured implementations, and a Business Associate Agreement (BAA) is available. However, HIPAA compliance does not automatically apply to web search queries, as those pass through Bing and are not covered by the BAA. For healthcare organizations, we recommend starting with the Enterprise tier, ensuring all relevant workloads have the BAA in place, and consulting with your compliance team before deploying. What’s the difference between Copilot and ChatGPT — aren’t they the same thing?
